Abstract

The purpose of this thesis writing is to find out the licensing service for the use of certain places in the sungai penuh city. Based on Sungai Penuh Regional Regulation Number 06 of 2010 concerning Management of Regional Owned goods Article 30 Forms of utilization of Regional property in the form of: a. rent; b. lease; c. utilization cooperation; d. get up to deliver; and e. wake up.The results of this study indicate that this service is set to minimize the problems that can arise due to some friction of interests between the permit applicant and the permit holder, such as imperfect regulations and systems, inadequate Human Resources, Presentation of inaccurate data, Control, supervision and weak sanctions, public discipline. This research is a type of qualitative research with a descriptive approach and uses premier and secondary data collected through field studies. The location of the research was conducted at the BKAD (Regional Financial Agency) office of Sungai Penuh city, the investment office of PTSP and sungai penuh city labor, and the office of the Sungai Penuh City Transportation Office. The data analysis technique uses the snowball model analysis technique. The results of this study are licensing services for the use of certain places which are controlled by sungai penuh city government, such as the use of independent fields, the use of part or all of the road for personal interests in which there are still no permits.
