Abstract

The research method used is descriptive quantitative method. The selection of informants in this study came from district and village government officials, consisting of the Head of the Kumun Debai Sub-district and the Village Head along with the Head of the BPD in Kumun Debai District. Data collection through interviews. The role of the sub-district head in community empowerment in Kumun Debai sub-district, Sungai Penuh city includes indicators of the role as a policy, the role as a strategy, the role as a communication tool, the role as a dispute resolution tool. As for the research results that have been obtained, include: The role of the Kumun Debai sub-district head in community empowerment through the role as a strategy has been implemented quite well by involving all elements of society in disseminating community empowerment programs / activities; The role of the sub-district head in the form of a policy is manifested in the form of coaching activities for government work units and organizations from RT, hamlet heads, village heads and community representatives; The role of the sub-district head through communication channels as well as a medium for dispute resolution in community empowerment is used as a monitoring instrument for the implementation of community empowerment programs / activities organized by the village and sub-district governments.
