The management aspect includes first, the socialization of the subsidized fertilizer distribution system in a closed manner to all stakeholders including central and local government officials, community leaders and farmers. Second, a pilot pilot project for the distribution of subsidized fertilizers using a control card (smart card) needs to be continuously assessed for the effectiveness of its implementation, (c) cross-sectoral, central and regional coordination to ensure the effectiveness of subsidized fertilizer distribution and fertilization implementation, and (d) repositioning of fertilizer distribution kiosks in Line IV, by further enhancing the role of the Regional Government in regulating the provision and distribution of subsidized fertilizers. Regulatory aspects include: (a) RDKK should be used as a 'node' connecting Permendag No. 21 / M-DAG / PER / 6/2008 which regulates the distribution from Lines I to IV and Permentan No. 42 / Permentan /OT.140/09/2008 which regulates the distribution from Line IV to farmers or farmer groups in building a closed distribution.
