The purpose of this research is to find out how the implementation of the village government in empowering the Koto Dian Rawang village community and to find out the factors that influence the implementation of the village government in empowering the people of Koto Dian Rawang Village. The formulation of the problem in this research is how the implementation of the village government in empowering the Koto Dian Rawang village community? and What factors influence the implementation of the Village Government in empowering the Koto Dian Rawang Village community? This study used a qualitative approach, where the data were obtained through free field interviews with 6 informants who were then analyzed the data with data triangulation in order to obtain accurate information. The conclusion in this study is that the Koto Dian Rawang Village Government Empowerment in the implementation of Village Autonomy in Hamparan Rawang District has not run optimally. This is not yet optimal, because the Village Government of Koto Dian Rawang is still relatively new. In addition, the Koto Dian Rawang Village Administration is still facing the Prevention of Covid 19 Transmission. So that Village Development, Village Community Empowerment and Village Community Development cannot be implemented properly. The Role of the Koto Dian Village Government in Empowering Koto Village Development Dian Rawang implements Village Development in 4 stages, namely: Planning, Implementation, Supervision, and Accountability. Activities carried out in community empowerment include activating: PKK Activation Team, Youth Organization, TPA, BKMT, Posyandu, BKB, BKR, BKL, Posbindu Elderly, KB, PIKR, and increasing community participation in development. The supporting factors for the Village Government in empowering the Village community are the cooperation of the Village Government, the community and Government Agencies in empowering the community and the budget for funds, while the inhibiting factors: the participation of the Koto Dian Rawang Village community is classified as lacking, lazy culture, and lack of supporting facilities in activities Village meetings and agricultural extension such as LCD, blackboard, projector, and extension materials.
