Controversy and rejection of the enactment of the Employment Copyright Act after its ratification has adorned the mass media, both electronic, print and social media. Regarding the conflicting interests between the Manpower Law which was born on the basis of wanting to protect the interests of workers in the past, while the Job Creation Law was born on the basis of wanting to encourage the rapid growth of the investment climate because the labor law is considered too rigid and inflexible which hampers the creative economy a la Industrial Revolution. 4.0. This research uses qualitative methods. With the results of research in the form of Implementation of the JKP Program organized by BPJS Ketenagakerjaan Muara Bungo Branch, it has been running with 5 beneficiaries of the Job Loss Guarantee and is constrained by the uneven distribution of socialization and the lack of solid cooperation between implementing agencies for the JKP program. Furthermore, the JKP program in Bungo Regency is projected to run but will be hampered at a practical level because the level of welfare and type of business of business actors and entrepreneurs in Bungo Regency is still classified as MSMEs which causes a conflict of priorities on salaries between the ideal world and the factual world.
