Abstract

The professionalism of the bureaucracy of the state civil apparatus in carrying out public services in the Land Agency of Sungai Penuh City. Professionalism is a term that shows the quality of the performance of a person or institution without being influenced by the current situation or situation, for example, even if someone is overwritten by a disaster or disaster. However, he was able to carry out the task he carried out as well as possible. This shows an indication that he can be professional in completing his work. In the bureaucracy, this professionalism is often used as a slogan in forming public opinion that there is an increase in the quality of government apparatus performance. Is it possible that this professionalism will manifest in the bureaucracy? This hope can be realized through the implementation of policies in very firm and clear regulations from a "central of agent" or in this case the highest position holder in a bureaucracy. The professionalism of the bureaucracy of the state civil apparatus in carrying out public services at the Land Agency of Sungai Penuh City. This study uses a qualitative approach where data is obtained through interview guidelines in the field to 6 informants referring to 4 research indicators, namely 1. Efficiency. 2. Effectiveness. 3. Justice. and 4. Responsiveness. The data obtained in the field were analyzed based on the classification of the answers of the informants described in the results and discussion of the research which was then carried out by the researcher's interpretation. It is known that the state civil apparatus in carrying out public services at the Land Agency of Sungai Penuh City, of the 4 research indicators, one indicator has not been implemented properly, namely the indicator of justice, while the other indicators, namely indicators of efficiency, effectiveness and responsiveness have been implemented well. For this reason, the author suggests that the state civil apparatus in the Land Agency of Sungai Penuh City can improve services to the community.
