IMPLEMENTASI E-GOVERNMENT MELALUI PELAKSANAAN PROGRAM IDENTITAS KEPENDUDUKAN DIGITAL (IKD) DI KABUPATEN KERINCI

(STUDI PADA DISDUKCAPIL KABUPATEN KERINCI)

Abstract

In each public service process, the public is required to fill in personal data in the registrastion formula, both manually and online. Online services provide great benefits because they speed up the service process and can be done anywhere. The government issued a policy containing electronic information used to represent Population Documents and return data in digital applications via devices (smartphones) that display Personal data as the identity of the person concerned ( Permendagri No.72 of 2022 Artcile 13 paragraph 2). The researchers analyzed the implementation of IKD through the implementation theory of George C. Edward III which aims to determine the implementation of IKD in realizing the running of the IKD program in Kerinci Regency. This research uses a qualitative approach, namely examining a research object by studyng it as a whole and in depth. Based on the results of the analysis carried out by researchers, it can be concluded that the implementation of the IKD policy in the Kerinci Regency Dukcapil Office has going well, but there are still several factors that hinder the process of implementing this program. This was measured through observations and interviews with researchers at the Disdukcapil office, as well as four indicators of IKD implementation that influence the implementation of Edward III’s theoru, namely communication, resources, disposition and also bureaucratic structure.
