IMPLEMENTASI KEBIJAKAN PERENCANAAN DAN PENGANGGARAN YANG RESPONSIF GENDER DI PEMERINTAH KOTA SUNGAI PENUH (STUDI KASUS KANTOR PEMBERDAYAAN PEREMPUAN KOTA SUNGAI PENUH)
Abstract
This research uses a qualitative research method with a purposive sampling technique as a determinant of research informants. Data collection techniques and tools in this research are interviews and documents. The results of the research show that in the implementation of gender responsive planning and budgeting policies there are budgets that are fluctuating and not yet gender responsive. In this fluctuating budget, we have not been able to optimally carry out programs/activities that are not yet gebder responsive. Gender responsive, that is, there are no differences between women and men. Meanwhile, the women’s empowerment department in Sungai Full City has differences between men and women. So the planning and budgeting in the women’s empowerment department has not been optimal, as evidenced by the budget for the past 5 yaers, there has been fluctuation, with only 25% being received by women in 2020 due to the impact of the covid-19 outbreak. In 2018, we just started pioneering in the women’s empowerment service, so the budget obtained only for women was 70%. In 2019, the budget funds were greater, so what women received was also 90% greater, and in 2021-2022, the budget obtained began to stabilize again. Then what women get is 80%. Planning and budgeting at the women’s empowerment service is effective and good, but gender responsive planning and budgeting is provided for women.
